Yeah, I think that it's more likely to be ice than water. I was simply running with the aforementioned thought.
Would a dragon/ice Pokemon be resistant to ice-type moves, though?
What a conundrum. o_O

Though there are many contradictory types such as this, for example, Gallade, who is part Fighting and Psychic, which is strong against Fighting.

As far as type effectiveness on dual-types, it's just a multiplier. If a move is x0.5 against one type and x2 against another, it'll be regularly effective. But remember that just because a type is super-effective against another type doesn't mean they resist it.
In this case, ice is resistant to ice, so it would be regularly effective. So an ice dragon would be weak to dragon and.. rock?
