If you're going to use Rain Dance in your team, you might want to consider using Ludicolo. Empoleon with Agility instead of Substitute is much better since Agility doubles the speed, and you might as well add Life Orb to hit harder with other moves that counter the Pokemon that resists Surf. What's the type for Hidden Power on Kingdra?
